Abstract

Dams are critical infrastructure that play a role in water resources management, flood control, and water supply for irrigation and domestic needs. However, dam maintenance remains a major challenge, especially in Indonesia, where maintenance performance is influenced by policies, organizational structure, and financing patterns. This study analyzes the relationship between these three variables towards improving dam maintenance performance with a risk-based approach. Data were collected through literature studies, surveys, and statistical analysis using multiple regression. The results show that policy has the most dominant influence on improving maintenance performance, followed by organizational structure and financing patterns. A risk-based approach enables identification and mitigation of potential threats to dams, thereby improving management effectiveness. The findings indicate the need for more adaptive policies, more effective organizational coordination, and sustainable financing strategies to support more optimal dam maintenance in Indonesia.
