Abstract

Frequent flooding caused by the Babon River overflow during the rainy season presents a significant challenge for the construction of the Semarang–Demak Toll Road Section 1C. High tidal water and unstable subgrade conditions threaten project timelines and worker safety. This study aims to determine the most efficient temporary water flow management structure at the Babon River estuary during construction. A scientific approach was adopted through field observation, hydraulic and geotechnical data collection, and hydrological-hydraulic modeling using Q2 and Q5 flood scenarios. Four culvert alternatives were analyzed in terms of hydraulic performance and cost efficiency. Among them, the Armco Type Multi Plate Pipe (MPP) Arch culvert—with a 4,580 mm span, 3,050 mm rise, and 7 mm thickness—was found to be the most optimal due to its low cost, ease of installation, and rapid construction timeline. The implementation of this system is projected to minimize flood risks, ensure safer construction conditions, and reduce operational delays. The findings contribute valuable insights into temporary drainage solutions for flood-prone construction zones and can be adapted for similar infrastructure projects in urban lowland areas.
