The presence of more than 1 million Rohingya refugees in Bangladesh, who are predicted to mass-exodus to Southeast Asian countries, will certainly pose a serious threat to Indonesia, considering that the current condition of the refugees already in Indonesia is not yet fully monitored. The influx of a large number of refugees into Indonesia through Aceh poses a potential security threat, including the possibility of separatist militants affiliated with terrorist organizations disguising themselves as Rohingya refugees. This paper is composed using a literature approach to understand the development of Rohingya refugees in Southeast Asian countries that host Rohingya refugees and their involvement with terrorist movements. The literature is then used to assess and produce an analysis of the potential threat of terrorism when faced with Rohingya refugees coming from refugee camps in Bangladesh to Indonesia using an intelligence function approach, so that risk mitigation and strategies can be formulated and implemented in efforts to respond to and prevent the potential threat of terrorism from becoming a real threat to Indonesia's national security in the perspective of national resilience.
