Abstract

Villages are villages and customary villages which are legal community units that have territorial boundaries that are authorized to send and manage government affairs, local community interests based on community initiatives, rights of origin and traditional rights that are recognized and respected in the government system of the Unitary State of the Republic of Indonesia. The village as the lowest administrative area has independently been made the subject of development. The aim is to reduce the gap in rural and urban development that tends to be urban biased. Villages need to be protected and empowered in order to be strong, advanced, and self-reliant. An independent village can create a solid foundation in implementing governance and development towards a just, prosperous and prosperous society. To measure the level of village independence, measures are needed that are embodied in the Village Development Index (IPD).
